Here's an article that I found titled "Political Reform in the Gulf: The Case of Qatar." It might be helpful for those who are working on politics for the Qatar ethnography. While the article was published in 2001, it's still very interesting. It discusses many things such as the change in political participation since the rise of oil and the idea of "no taxation." Also it discusses socio-economic issues and liberalization.
